  • Christine Achre: Primary Founder & CEO

    Christine Achre is a dedicated advocate for homeless families, recently leaving Primo Center after 16 1/2 years as the CEO. With expertise in trauma-informed care, she has been providing services to homeless families since 1995. Christine has focused on program development, research, and clinical practice to implement best practices and has contributed to children’s mental health initiatives in Pennsylvania, New Jersey, and Indiana. She collaborated with the United Way on a demonstration project in Pittsburgh and has presented at numerous conferences, including a congressional briefing on family homelessness. Christine serves on the advisory board of the Bassuk Center and co-chairs a steering committee to promote best practices for homeless families nationwide.

  • Ronald A. Lampert: Co-Founder & Senior Consultant

    Ronald Lampert boasts 35 years of leadership in healthcare, having held executive roles with CIGNA, United Health Group, and BCBS Plans. He played a pivotal role in recovering the Orleans Parish mental health system post-Hurricane Katrina and excelled as Director of the Louisiana Behavioral Health Partnership during Medicaid privatization under Governor Jindal. Lampert's expertise spans program development, integrated care models, revenue generation, and contract negotiations. A national presenter on managed care and behavioral health, he holds a BA in History and an MSW from the University of Michigan-Ann Arbor, plus a Harvard Business School certification in Contract Negotiations.

  • Thomas Kim: Co-Founder & Senior Advisor/Consultant

    Thomas has dedicated his 30-year career to community service, and he recently served as the President & CEO at CAO of WNY (a $50M+ organization). He also held key executive roles, including First Deputy Chief of Chicago's IPRA, Superintendent and Deputy Director of Illinois DJJ, and Chief of Investigations for NYC's CCRB. Thomas' expertise involves organizational re-engineering/restructuring, increasing revenue & efficiency, and risk mitigation. His professional career also includes serving in senior executive roles at Thresholds, MHALA, and Beacon Therapeutic & ABTC. A decorated disabled combat veteran, Thomas served three combat tours and holds a graduate degree from Loyola University and Marylhurst University and Executive Education from Wharton. He is also a graduate of the Army OBC, CCC, OPS & Intel Course, and ILE.

  • Mary Anzilotti: Co-Founder & Senior Consultant

    Mary is a seasoned professional with a talent for coaching and change management, driving lasting improvements and innovative results. As Senior Vice President at Catholic Charities of the Archdiocese of Chicago, she led teams to provide essential services to over 375,000 individuals annually, designing efficient programs that ensured dignity and respect. Previously, she was a Principal Consultant at Stanton Blackwell, an accreditation surveyor at CARF International, and the Chief Strategy Officer at Thresholds, where she diversified services and payor mix. Mary holds a BS from Indiana University and an MA from Governors State University.

  • Willard James: Co-Founder & Senior Consultant

    Will is a distinguished leader with a robust track record in Fortune 500 companies and Wall Street, specializing in corporate strategy, strategic management, finance, market analysis, and innovation. As Corporate Strategy Director at Centene Corporation, he led the development of various strategies and initiatives to propel global revenue growth from $75 billion to $125 billion. Furthermore, he also spearheaded digital transformation, consumer experience, health equity, and innovation strategic initiatives while at Centene. Previously, he held key roles at Mass General, Pinnacle West Capital Corporation, Peabody Energy, and Morgan Stanley. A former executive council member of the Workforce Arizona Council, Will has also held board positions at Almost Home, South Side Health, and The State of Black Arizona. Born in Phoenix, he holds a BS in Economics and BS in Human Health Studies from Arizona State University and an MBA from Washington University in St. Louis.

  • Mina Malik, Senior Legal Advisor

    Mina is a Lecturer on Law at Harvard Law School and former Deputy Attorney General for Public Safety in Washington, D.C., where she managed 110 employees and led reforms in restorative justice and decarceration. As Executive Director of NYC's Civilian Complaint Review Board, she oversaw the Eric Garner case and launched the Data Transparency Initiative. Mina has also served as Special Counsel to Brooklyn DA Ken Thompson, prosecutor in Queens County, and Criminal Investigator for the D.C. Public Defender Service. She holds a B.A. from Bates College and a J.D. from The American University - Washington College of Law.

  • James Short, Senior Advisor

    James Bernard Short, a Data Analytics and Software Design Expert, transforms data into actionable insights for timely, informed decision-making. With over thirty-five years of experience across diverse industries, including the Texas Department of Health, CNA Insurance, and UnitedHealth Group, James excels in data analysis, ETL framework construction, and data architecture. Combining artistic creativity with technical expertise, he delivers results-oriented solutions on time and within budget, answering complex organizational data questions and building robust data warehouse platforms and models.

  • Stellon Edwards: SME & Advisor

    Ed's 32-year tenure at Heartland Alliance culminated in his role as Executive Director of Heartland Alliance Health (HAH), where he transformed it into Chicago's leading Healthcare for the Homeless provider. His leadership during COVID-19 halved shelter infection rates and achieved the highest vaccination rates among the homeless. As Chief Program Officer, Ed managed supportive services, systems integration, and training programs, bringing expertise in substance use, mental health, primary care, and homeless services. A founding member of the Midwest Harm Reduction Institute, he champions human rights-focused service models. Ed began his career at Interventions/Northside Clinic, pioneering HIV prevention for methadone maintenance participants. He holds degrees from the University of Minnesota, Spertus Institute, and the Illinois School of Professional Psychology.
